According to a report by the International Monetary Fund (IMF), ECG alone contributed 85% of the aggregated losses made by SOEs in 2024, equivalent to 0.7% of Gross Domestic Product (GDP).
The Fund also mentioned that SOEs’ leverage profile is particularly at risk because much of the debt is denominated in foreign-currency or carries implicit government backing.
According to the Fund, the energy and commodity-sector SOEs remain the principal sources of financial strain, with arrears accumulation, liquidity constraints, and non-cost reflective tariffs contributing to ongoing fiscal pressures.
